Congratulations on the new Windows Surface Pro - I've been meaning to pick one up myself! In terms of the 1Password licence, it depends a little bit on where and when you bought it. We changed our licensing model on March 22nd, 2016 to include both Mac and Windows in a standard single-version 1Password licence; if you purchased 1Password after that date, you're entitled to install and use 1Password 4.x for Windows as well. To date, the only upgrade we have charged for is the jump from 1Password 3 to 1Password 4. And that was because we completely rebuilt the app from the ground up with 1Password 4.
